There are a couple of ways to post photos here.
Let's walk through the process...we are going to post a picture in the Off-Topic forum...

Then...
Here note that we are sharing a photo through "Start a discussion thread", not "Share media".

And here are 2 options offered to us:

I much prefer "Option 1" for photos and I would only use "Attach files" for other types of attachments.
As shown, when you go with "Option 1" and tap the picture icon, you can either pick a photo from your library or a take a photo.
Because photos can be pretty big files, it's best to pick from your "Photo Library" and select shots that have already been resized.

As, indeed, we can only accept images that are less than 4 MB in size.
Once your photo has reached our servers, you will be able to resize it further to your taste:
